With over twelve years of professional experience in public administration and government agencies, Michał has developed extensive expertise in administrative law, legislative processes—including the formulation of solutions to Poland’s reprivatization issues—state aid, the management of EU funds, and the utilization of financial resources from EFTA member states, particularly under the Norwegian Financial Mechanism. He has gained substantial practical experience by providing legal support in competitive procedures, administrative proceedings related to EU funds, and state aid procedures under the New Opportunity Policy, Special Economic Zones, and the Polish Investment Zone.
At the firm, Michał advises on and handles matters concerning state aid, with a particular focus on assisting clients with applications for financial support under state aid frameworks, issues related to the proper allocation and settlement of EU funds, the compliant implementation of projects, and disputes over compensation for the unjustified termination of financial support agreements. His areas of specialization include state aid law, public procurement law, administrative law, and civil procedure. Michał’s profound knowledge and invaluable experience acquired in public administration and government agencies enable him to effectively represent the firm’s clients before the Supreme Administrative Court, the Supreme Court, and the Constitutional Tribunal.
Michał is also the author of legal opinions addressing the practical aspects of the proper expenditure of state aid instruments, the implementation of projects co-financed by EU funds, and the lawful use of EU resources.
He is passionate about EU funds and enjoys sharing his knowledge through training sessions and workshops on the legal aspects of applying state aid instruments. These workshops cover topics such as the legal status of entrepreneurs under state aid law, project audits, and strategies for avoiding irregularities in project implementation and the subsequent recovery of funds.
