With over a dozen years of professional experience gained in public administration, EU institutions as well as academic centres, Anna has extensive knowledge of the law in the area of public aid, obtaining and accounting for EU funds, as well as funds from aid granted by EFTA member states, including the Norwegian Financial Mechanism. Anna gained her knowledge and extensive hands-on experience in this field by participating, including in the role of a project manager, in contest procedures organised by national institutions and those carried out in Brussels (for grants directly awarded by the European Commission, such as Horizon 2020).
Implementing projects financed from foreign funds, for many years, she also gained vast experience in the area of public procurement, including the preparation of tender documentation (descriptions of subjects matter of contracts, or estimation of the value of contracts and competitions), as well as tender proceedings in terms of, among other things, examination and evaluation of bids, qualitative selection of contractors, selection of the best bid, as well as the appeal procedure.
At our organisation, she provides advice and is involved in cases in the area of public aid, including in particular those related to the use of EU funds, i.a., in the area of application by businesses for public aid funds, preparing project documentation, applying for foreign funding, claims for unjustified termination of funding agreements, administrative proceedings for the reimbursement of funds, achievement of indicators in projects, beneficiary status, criteria for selection of a business for projects, competitiveness criteria, proper identification of irregularities in the project under EU regulations.
Ph. D. In Law with specialisation and many years of experience in the field of European law.
Received her Ph.D. degree in 2016 from the Faculty of Law and Administration at the University of Warsaw. Earned her master’s degree in law in 2008 (2007/2008 – scholarship of the Ministry of Science and Higher Education for outstanding scientific achievements).
Her specialisation in European law resulted from her professional involvement in the legislative process of the European Union, many years of cooperation with EU institutions and agencies, and an internship at the General Secretariat of the Council of the EU. Since 2009, she has played an active role in the work of the bodies of the Council of the European Union, as well as EU institutions and agencies, mainly in Brussels and The Hague. In the second half of 2011, she chaired the work of two preparatory bodies of the Council of the European Union during Poland’s first-ever presidency of the Council. This experience in EU structures has translated into a high level of competence in the EU decision-making and legislative processes, as well as in obtaining EU funds.
